So what does this do exactly?
Well it's not really a simple answer. You'll really have to just create an account and play around with the settings and read the help page to find out more information.

However, if I was to sum it up. It's basically a messenger for Unreal Tournament. That will allow you to talk with you buddies on other servers, who are part of the same universe. You can also query/check other servers who are in the universe without having to back out of the game. Check to see who's playing and what they are playing. Alternatively, if there is someone on another server that you'd want to play with or a map you'd like to play, you can simply join that server by typing a simple little command after wards to be connected immediately to the other server. (Unless you have to download, then you'll be connected after that's done.)
You can also talk to people who are IN game from the web page. Simply login to your account on the universal unreal page, then go to private messages to see who is online that you can message.
For this, I encourage everyone to make an account. You never know who might be wanting to find you, so they can play a game or two with you.
